During any expiration period for appropriations for a fiscal year, no Federal funds may be used for construction or renovation of the White House, on the White House grounds, or in any structure on the White House grounds, 3 unless such construction or renovation is directly related to health or safety issues.
The legislation applies to the government shutdown, but plenty of other evidence suggests Democrats are going after Trump’s ballroom at the White House.
