The Republicans think that the American people are stupid. It is not a declaration that is made lightly or joking, but it is the only possible explanation for the diagram they proposed to avoid the blame to avoid it Medicaid.

The representative Austin Scott (R-GA) described the plan on Fox News:
FMAP is the percentage of federal medical assistance, and it varies from 50% in the country to 76.9%. Now, when the DEMS expanded Medicaid under the Act respecting affordable care, they made percentage 90/10. The federal government therefore pays 90% of the expansion of Medicaid.
And so what we talked about was to move 90%. The level of expansion to the most traditional levels of 50 to around 80% instead, instead of the 90/10, 90% being federal, 10% being a state match, and no one is launched from Medicaid as long as the governors decided that they wanted to continue to finance the program. And so we will ask the States to recover and pay an additional percentage of the Medicaid percentage.
The scam is simple. Republicans will reduce federal funding, then force governors to reject people from Medicaid, because their states cannot afford to find an additional 40% in Medicaid funds.
